Weather adverbs take бы́ло in the past and бу́дет in the future. Rain and snow go: they шёл and they will идти́.

Yesterday
The weather across three days. Look at the verbs.

Tomorrow

| По прогно́зу бу́дет со́лнечно. | The forecast says it will be sunny. |
бу́дет + an adverb (тепло́) or a noun (дождь, снег).
